He was a South Australian lawyer, Supreme Court Judge and politician. He had three stints of being Premier of South Australia;1866-1867, 1875-1876 and 1877-1878. He was also one of the first to raise purebred Arabian horses in a recognised breeding program in Australia.

He joined Sturt's expedition to Central Australia as surgeon. He was brother to William James Browne who was also a qualified physician and a successful pastoralist.

He was a Wesleyan Methodist minister whose most important ecclesiastical contribution was his advocacy of union of the four branches of the Methodist movement. [General description] Head and shoulders portrait in seven eights view of Sir Thomas Fowell Buxton, G.C.M.G.,Third Baronet, who was Governor of South Australia from 29 October 1895 until 29 March 1899. He has grey hair and beard and is wearing the star and badge of the K.C.M.G. (Knight Commander of the Order of Saint Michael and Saint George) which he was awarded in 1895. Later, in 1899, he was promoted to a Knight Grand Cross (G.C.M.G.). He was known as a courteous, commonsense Governor, who would visit gaols and other institutions and talk to the inmates. He was also interested in learning about the customs of Aboriginal people and promoting a better understanding of them by European settlers.

He occupied various senior colonial civil service posts in the British Empire until being appointed Governor of Queensland in January 1875. He held this position for two years before becoming acting Governor of South Australia. He resigned after only eight weeks due to ill-health. James and Catherine's daughters Katherine and Anna had the Katherine and Anna Reservoir named after them

He was four years old when he arrived in Adelaide with his family and later, after a successful period of prospecting for gold became a hotelier, businessman and brewery traveller.
