The Mount Gambier Roller Four Mill was built in 1885 on the corner of Sturt Street and Bay Road, by Thomas Henry Williams. The mill was expanded in the late 1890s and 1900. Thomas Williams was also on the town council in 1876 and was mayor from 1881 - 1882. He was the first man to own a motor car in Mount Gambier. This was the fourth mill built by Thomas Williams. His second mill, the Commercial Steam Flour Mill, was located on Percy Street, and built in 1867.
