[General description] A busy scene at Outer Harbor showing men and horses hard at work hauling wagons piled with bags of wheat to be loaded onto waiting ships. Orderly piles of wheat bags are stacked all along the wharf. The officer (ship's captain?) in the foreground has paused to light his pipe. [On backof photograph] 'Loading wheat at Outer Harbor / Before 1927'.
