This is supported by the insignia on his left shoulder which shows a single numeral over the Light Horse badge.

They have been identified by a researcher as (from left) Major W. De Passey (holding the riding crop), Colonel Irving (South Australian Commandant), Sir Henry Galway, Colonel Weir and Colonel Rowell. The same men appear in PRG 280/1/14/211 and PRG 280/1/26/104.
