Victor Friedlander, Department of Public Works, NSW, gave written permission for Mervyn to draw onsite: "21st January 1969. The bearer, Mr Mervyn Smith, whose signature appears below, has been granted permission by the Contractor to enter the Opera House site at any time convenient to him for the purpose of making drawings of the building."
