Summary

[General description] A group of dignitaries is seated on the Town Hall stage at Sir Alexander Hore-Ruthven's swearing in. He is addressing the assembly, standing behind a small table on which his ceremonial helmet stands. Lady Zara Hore-Ruthven is seated on the right and on the left is the Lieutenant Governor Sir George Murray. Behind the group a pair of Union flags are displayed, one on each side of the Town Hall organ.
