Head and shoulders view of R. Jagoe, a shipping reporter of Semaphore. Jagoe was known as the 'Sandhill Savage' and had a long reign as shipping reporter and proprietor of the beachboats that served the Semaphore Anchorage in the days before the Outer Harbor opened.
